This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Project Director – Fibre Commercialization based in Brazil.

This role provides strategic, commercial, and delivery leadership for major fibre commercialization initiatives supporting large-scale connectivity investments. You will shape commercialization strategies across pricing, access models, partnerships, and revenue opportunities. The position combines infrastructure expertise with commercial planning, financial analysis, procurement, and stakeholder management. You will work across complex projects involving telecommunications providers, infrastructure partners, service providers, and senior government stakeholders. A key focus will be creating sustainable commercial models that support long-term infrastructure value and service delivery. The role offers significant influence over strategic decisions, agreements, governance frameworks, and commercialization roadmaps. This is a strong opportunity for an experienced infrastructure leader who can translate complex investments into commercially viable outcomes.

Accountabilities

  • Define and lead commercialization strategies for fibre assets, including pricing models, access frameworks, partnership structures, and revenue opportunities.
  • Develop and maintain multi-year commercialization roadmaps aligned with capital planning, infrastructure investments, and broader organizational priorities.
  • Identify and evaluate revenue-generation opportunities such as wholesale bandwidth services, co-location, access arrangements, and strategic partnerships.
  • Provide commercial oversight for fibre-related components of major infrastructure initiatives, ensuring alignment between delivery objectives and commercialization plans.
  • Lead or participate in negotiations with telecommunications providers, infrastructure partners, vendors, and service providers.
  • Develop and manage commercial agreements, including access agreements, service contracts, partnership frameworks, and related documentation.
  • Provide commercial and strategic input into procurement activities, including RFP development, evaluation criteria, vendor selection, and contract structuring.
  • Develop and maintain financial models covering capital recovery, operating costs, revenue projections, pricing assumptions, and cost-recovery strategies.
  • Establish governance structures for commercialization decisions, including reporting, accountability, oversight, risk management, and decision-making processes.
  • Ensure fibre commercialization initiatives support broader connectivity, digital transformation, economic development, and sustainable service-delivery objectives.
  • Prepare strategic recommendations, briefing materials, risk assessments, and commercial updates for senior leadership.
  • Deliver key commercialization outputs, including implementation roadmaps, partnership models, financial plans, procurement documentation, governance frameworks, and stakeholder engagement plans.
  • Requirements

    • Bachelor’s degree in Business, Engineering, Information Technology, Economics, or a related discipline, or equivalent professional experience.
    • 10+ years of progressive experience in telecommunications, infrastructure, large-scale project delivery, commercial strategy, or program management.
    • Demonstrated experience leading commercial, procurement, partnership, or business-development activities for major infrastructure initiatives.
    • Strong experience developing business cases, financial models, revenue projections, funding submissions, and cost-recovery strategies for capital projects.
    • Proven ability to negotiate and manage vendor relationships, commercial agreements, service contracts, and strategic partnerships.
    • Experience operating in complex, multi-stakeholder environments, preferably involving government, regulated industries, telecommunications, or public infrastructure.
    • Strong understanding of fibre infrastructure, telecommunications markets, connectivity services, or related infrastructure commercialization models.
    • Excellent strategic, financial, analytical, negotiation, and project leadership capabilities.
    • Strong written and verbal communication skills, with the ability to present complex commercial and technical matters clearly to senior stakeholders.
    • Ability to establish governance frameworks, manage risks, coordinate multiple stakeholders, and drive initiatives from strategy through execution.
    • Project management or commercial certification, such as PMP, is considered an asset.
    • Comfortable working independently in a consulting environment and providing senior-level strategic advice.
    • Benefits

      • Contract-based consulting opportunity supporting a major government-focused infrastructure initiative.
      • Fully remote work arrangement.
      • Opportunity to contribute to large-scale fibre infrastructure and connectivity programs.
      • Exposure to strategic commercialization, telecommunications, procurement, and infrastructure investment initiatives.
      • High-impact role involving senior stakeholders, industry partners, and complex commercial decisions.
      • Opportunity to shape long-term revenue, access, partnership, and governance models for fibre assets.
      • Important: This is a subcontractor/consulting opportunity rather than an employee position. The successful consultant must be incorporated and able to provide services through their own corporation.
